The first technical basis for CARE was developed in 2020 as a prototype built on Hypothes.is. This early work was funded through the projects PEER and ATHENE: PEER focused on supporting the peer review process, while ATHENE concentrated on training users through structured reviewing workflows.

The CARE Project officially started in 2021 by bringing together the goals of PEER and ATHENE on one shared platform. The aim was to use the synergies between review support and workflow-based training instead of developing two separate systems.

After the initial prototype phase, CARE was further developed in university courses where teams of students worked on dedicated software projects. This helped expand the platform, improve features, and create documentation so that new developers could get familiar with the system quickly.

As the platform matured, CARE expanded beyond reading and annotation support through the integration of an editor and additional features. This also led to the updated meaning of CARE as Collaborative AI-Assisted Research Environment.

The team prepared CARE for public release by improving modularity and documentation. In early 2026, CARE was published on GitHub, opening the platform to external contributors and collaborators.
